1. Trade with a Librarian Villager
The first method to get Quick Charge is by trading with villagers.
Librarian Villagers often have Quick Charge II and Quick Charge III on their inventory.
So, try to trade with them, and see if they do have the enchantment.
2. Find an Enchanted Book with Quick Charge Minecraft
Finding enchanted books is not easy. You need to use a fishing rod and wait for a while. You also need patience and luck!
If you manage to find Quick Charge I, you will be able to reload a crossbow in 1 second instead of 1.25 seconds.
3. Go to the Enchantment Table
As it happens with most enchantments, such as Minecraft Fortune, the best way to find them is by simply going to an Enchanting Table.
Therefore, this is definitely your best course of action.

Thus, you can’t use it on swords nor axes, you need a crossbow, and that’s it.

The official maximum level for this command is Quick Charge III, which will reduce the reload time to 0.5 seconds.
