Crafting Recipe
There are three primary resources you need to gather to make an End Crystal:

Find the Required Materials
To make the Eye of Ender, you first need to defeat an Enderman. Combine the Eye with some Blaze Powder in the crafting table, and there you go - Eye of Ender at your disposal.
Then, the Glass can be easily made just by smelting Sand in a Furnace - easy peasy.
Finally, the Ghast Tear. You need to defeat Ghasts in the Nether to obtain this material. They are really hard to defeat, but if you shoot enough arrows, the job will be done. Alternatively, you can fight them using your best sword in Minecraft.

No, you can’t. Even though Crying Obsidian in Minecraft is also Obsidian, you can’t put End Crystals above this specific block.
